The government wants to have a big debate about care

The government has recently published a green paper – called Shaping the Future of Care Together.

It outlines how national and local government and the NHS can work in partnership for the benefit of those who need extra care and support. Any serious attempt to look at the way social care and support is happening and how it can and should be improved, needs to be welcomed by all of us.

A green paper is a tentative government report of a proposal without any commitment to action; the first step in changing the law.

The government is actively seeking a response from carers and the people they care for before putting any of the proposals in a white paper into law.

You can read a response to the green paper from Carers UK. In their response they criticise the current system:

The current system leaves many families facing huge uncertainty about what support is available and how they should pay for it. It is complex, hard to navigate and is poorly co-ordinated and this can have devastating impacts on families. People often cannot find out what help is available until it is too late because the system is so complicated. As a result, they miss out on vital income, work and support which would have made a critical difference to their health and well-being.

We at Mencap Liverpool as well as our colleagues at Royal Mencap would like to hear from you so that we can pass on your views to the government.

What you can do to help

Here’s what you need to do:

1. Download and read the green paper (if you require a hard copy, please contact the office on 0151 298 3191 and we’ll make one available). There’s also an easy-read version available.

2. Make a note of things that you agree/disagree with, or any suggestions you might have related to the report

3. Email us your comments to Write to us or bring your comments into the office at the Gateway Centre on London Road. You need to do this by early November 2009 at the latest.

We’ll then provide your feedback to Royal Mencap and your comments will be fed back to the government. The government will then publish a white paper, taking into account the views of carers and those who are cared for.
